Promos and positional rankings

I'm getting used to this whole positional ranking stuff after half the split has gone by. But why are promo series not giving guaranteed roles anymore? If you are in promos for a particular role and you select that role, you should be guaranteed that role. I shouldn't have to play another role when i'm selecting to finish promos for another one.
