Limitation of Mastery and Rune pages

This has surely been discussed before, but why are Mastery/Rune pages limited when the Champion roster is so diverse and large?

Item sets were recently released and they had said that they were limited to 20, yet they are open to expanding the limit on them. Why hasn't this been done for other pages? Will this be something that comes with the Rune update?
