Annie buffs?

Annie used to make up for her low range and zero mobility mainly with her stuns and damage, but these days her damage is average, at best, there are plenty of champs that not only out range but out damage her as well. Is she ever going to get some love or will she be forever the example of what powercreep has done to this game? Her E is basically nothing more than a stun tick, it does jack shit all in actual combat. I suggest that her E should increase the range of her other abilities by like 10-15% or so while it's active. Or give it a passive where it gives 2/4/6/8/10/etc % more range with each level put into it.
