Suggestion for Zoe Changes

I know this a bit in bad taste to tell a Rioter how to do gameplay changes, and I apologize for that.

First the basis for my idea: Like with Nidalee spears when there was too much damage tied to the ability, people don't like so much damage and power being in a single Q on Zoe. It makes every Q a dodge-or-die ability. Of course there's the argument of move closer to take less damage, but she has two close range abilities that hurt a decent bit. Being such long range she can do it from the back-line for the most part, and your tanks can't predict generally if you can dodge or not, nor would they always be able to react in time.

My suggestion: Change the damage on her Q (paddle star) so that it does ~10% less damage at max conceivable range, scaling to the same amount of damage if she were to hit a champion off of first cast, max range, standing still. In exchange, allow her to cast her W without a spell/item bubble but with a higher cooldown penalty and/or less bubbles from it.

Why this: I suggest these changes because Riot seems to have done all they can to make it more fair to dodge without ruining her pro-play potential, and I would hate for her high skill ceiling fantasy to be hurt (if it doesn't need to be). So take away the super high burst and the Q being the center-point of her damage a bit, offering some different use cases on her W. The use cases could even be a further expression of skill. Do I use W for sub-optimal dps now, or wait for a bubble? Will it be off cooldown for the next bubble? Can I use it now to get them to drop a bubble? Do I just care about the free movement speed right now?
