what the hell is with you low level ori players and never pressing the R button.

Because Orianna is a special champion with an overall theme of being a team player champion. She's infamous for being really hard for low elo to play because not only do you have to be highly proficient at the high skill floor champion itself, but you also have to have the appropriate team comp in solo queue for it as well as a competent team. Only then is she actually a good pick.
Knowing this, people are more cautious playing her. They are waiting for themselves to make mistakes, so they try not to. Orianna missing her ult is one of the most common fuck ups on Orianna, so it's natural people are sometimes afraid to use it. Orianna's ult's aoe is deceivingly large, in that it has a bit of a pull just outside the initial visual, but based on where the player hits the enemy with the ball, it may seem like by the time the ult fires off, they'll be out of the aoe. And as I'm sure you know, even the slightest hesitation on Orianna usually means missing the ult or the W, so if that hesitation blocks them for even a moment, they may believe their window is gone. I've done it too in the past, sometimes still do. Maybe their attention was elsewhere. The Lucian looks nice, but if right before the ball gets to him Lee sin comes flying out of the shadows onto you, you're probably not focused on Lucian anymore.
Don't be too hard on these kind of mistakes. Maybe if all game the Orianna simply wasn't ulting, but indecision is a huge flaw in low ELO. Orianna is no exception to this.
Its a symptom of inexperienced Ori players holding onto their ult because they got to get that sick 4/5 man team fight ult off (but instead quickly dying).
