So what's happening to Armor Penetration
Not gonna lie, I'm a little upset that Meddler announced that last whisper will only penetrate bonus armor. However, this is very reasonable, because as the OP points out, the item was way too efficient in all cases, and the whole goal is to make itemization diverse. However, this leaves the question: will there more flat armor penetration items (maybe some that build out of 
) to help champions focus on squishies, or will they be forced to build the new crit items and/or caster items to deal tons of damage?
