Camille's E focus

One of the major factors contributing to Camille feeling oppressive to play against is the fact that you can focus her E for no penalty whatsoever. I've done the testing in practice tool myself, and there is no damage difference between Q focus and E focus. As a result, instead of the penalty of burst damage that you should have to pay by focusing her utility instead of her damage, all you get is a bonus in its cooldown being reduced.

I think a solution to this would be to make the AS increase on the E unchanging, staying at the low amount since she generally buys an item with 40% AS first anyway, and force more power into the later ranks of her Q. Of course this would be a nerf, but it would be a nerf in the area where she needs it, rather than just a flat CD or damage nerf.
