When should you play aggressive as yasuo

So basically every time I play yasuo I can’t decide when it’s a good time to go in all the way for a kill. I normally wait until phantom dancer and poke them down a bit with my tornado then go in but that doesn’t always work. Am I doing something wrong or is that the time I should be playing aggressive.
