Key fragments drops...How do they work?

Hey, just a curious question. I'm honor level 5 for a while now and getting key fragments really rarelly. My friend on the other hand is fresh level 4 (been level 3 for a long time) and he gets 4 fragments at the same time every other week. What is the reason if I may ask. Thank you.
