Should there be a High Skillcap/Coordinated team Champs "class rework"?

I have been thinking about this since they said that Azir and Kalista are going to receive some small rework in the future, and now it came up because of the recent nerf to Ryze in the PBE. Why not make a "class rework" to all high skillcap champs that have dominated/are dominating competitive play but are pretty bad on solo queue and low levels of play? The idea would be keeping their high skillcap but increasing some of their direct impact to solo queue, or making them less reliant on their team to win (looking at you, Kalista). What do you think?
