Why did Riot make viktor just as bad as before he got reworked?

1 years of spotlight after all these years, and he dosen't even gain just as much views, as how everyone admires and go craz over 100,000 videos of uploaded zed, and lee $in play's which easily gains millions of views every time. and the only highest view viktor video I know of is the number 1 viktor player, summoner name: xoxxox with 100-200k views.

so not only did Riot make viktor worse from his last nerfs due to because of LC$, by nerfing his lazer (which I absolutely hate) but the changes on patch 6.9.............. heh what a joke Riot

whats even worse is that when Viktor got his lazer base damage nerfed, he got NO compensation buffs, like how fiora and yi did at that time got compensation buffs while viktor got, while he spiked back down to 44-46% winrate which was obviously going to happen.
