Matchmaking in lower tiers of ranked

Hi.

I'll get straight to the point. I find it very annoying that second time im in my promotions I get people who are unranked and playing their first ranked games in my team. People with little to no knowledge (by no means offensive) of the game get placed in promotion games in low league matches, which is quite annoying and a guaranteed defeat for you. Perhaps match people who are in their promotions in lower tier promotion games?

Second thing I would like to propose is that when you have, for example, 97 LP, why should you play to obtain that 3 LP if you'd normally get 24+. Perhaps grant a free win if you coincidentally win like that?
