How Does the Lobby/Client Choose Pick Order For Roles

Does the order the roles are in get chosen at random?

Sometimes you have to firstpick your role, especially in solo que where you are less likely to swap. This gives the other team the advantage to counter your pick later in the draft and vice versa. It just made me think about how relevant pick order is and how it is decided in the first place.
