Zilean Flavor improvement

Question raised for years: Zilean is a time mage... just because time bombs have to do with clocks doesn't mean it makes sense thematically... like the effect, but it doesn't fit lore.

Suggetion: change it from a "bomb" to a health degen with the same exact numbers over the duration... similar to how Nasus's wither represents the target being aged supernaturally fast.... zilean would be unmaking existance in the given area... rather than plantig a time bomb on them.

It could increase over the duration if you want to save the rear loaded effect. Could still dump the remaining damage on someone if the "center of the time vortex dies or is affected by a second "vortex" (debuff).

Warning: potentially unpopular idea below-

Added possibility: it could work as as normal debuffs (damage applied), or could have a unique effect of a "negative base health regen" debuff.... zilean wouldn't benefit from spell vamp and dps graph may "look low"... but it would provide unique counterplay against people with heavy health regen (warmogs, mundo, garen, spirit visage)... also as an "anti-regen" pehaps it would go through shields and poppy passives sive there's no "damage" being applied... they're simply being uncreated!
