Screen glitch during gameplay.

I've been having issues with my screen while in the middle of the game.

It doesn't happen all the time but when I'm really immersed into the game and see the screen glitch I lose focus. It's hard to explain how it looks because it's certainly not screen flickering and it's not screen tearing but it looks like a weird mix of both. It usually happens at the top of the screen and it looks like a screen tear but in the area it happens, sometimes it will turn black for a quick second or sometimes just blink these really thin black barks in the mid to top section of the screen and then disappear like nothing happened.

I've tried changing my graphic settings, turning V-Sync on and off, turning anti on and off and tried border less and window mode. I really can't capture the moment it happens because it's so fast but I tried to re-create the picture the best I could so there was some kind of reference to what I'm talking about. If anyone has any idea of what this could be, I'd really appreciate the help.
