Its funny because Zoe is actually one of the better designed champs lately.

Shes no overloaded mess like azir/gnar/camile.

Shes no ornn/ivern who have no purpose on the game other than being broken as shit and become uninteractive ball of stats after they get multiple buffs in a row.

Shes unique and is good at one thing (pick) and thats it (while playing out very uniquely), no tanky assassin diver with a dash true damage untargetable frames etc, while some of her spells are overloaded (like W) i gotta say shes quite the good design.

I think CertaintlyT is getting better at making more focused kits, which are much better for the game rather than you know, a certain other designer who love making do it all/weak at nothing champs like azir/gnar, hopefully the next champ he works on (either new or rework) goes more like zoe and less like his old creations like kalista.
