Can Soraka Q damage nerf be reverted?

Now since her cooldown on her heal is being nerfed somewhat that will affect her early game a lot (10/8/6/4/2 cooldown from 4/3.5/3/2.5/2, is it necessary to keep the damage nerf? It doesn't even do too much damage considering it's not too spammy at all, so why is it being nerfed? The cooldown nerf will already affect her a lot, but not too much that shes unplayable.
