Why do people think it is oke to jungle at low levels ?

It is ok to jungle at low levels, it's just difficult. Getting mechanically sound early in your play time is better than waiting till higher levels when you have full runes and masteries, but are bad mechanically.

ummm, what do u consider low lv... do u mean in game a low level jg like a lv 1 jg going to jg by themselves rather than having a leash? or do u mean a low level like a person who is lv 7 trying to jg without smite....
