On the new Executioner's Calling

Personally, I like the idea to bring back Executioner's calling, and adding a meaningful upgrade to it; however I think Riot has really missed the mark with how they re-implemented "Grievous Wounds", and should have based it more upon the current way that Morellonomicon item 3165 works. By making Executioner's Calling so that Grievous Wounds applies on-hit regardless of health, it doesn't matter that it reduces healing by 10% less than Morellonomicon because it will always be too effective against self-healers such as Vladimir, DrMundo, Warwick, and useless against "heal bots" like Soraka and Sona. Champs like Mundo, Vlad, and WW will feel terrible going into a fight now that an item worth 1k gold basically counters their existence can be purchased with ease, with people just sitting on it to shut them down early until the rest of their core items are completed. Spirit visage item 3065 effectively reduces this to roughly 30% reduction, which also does not feel satisfying when Mundo is still recovering close to 3k HP despite having grievous wounds applied. Furthermore, Executioner's calling/upgrade will feel worthless when there's an enemy Soraka, Sona, Nami, or someone you'd want to actually prevent from being able to heal up their allies.

TL;DR: New Executioner's Calling seems clunky for what its intended purpose is supposed to be, as it's either really strong (such as early vs Mundo/Vlad) or essentially irrelevant (such as vs Soraka/Sona, or once Mundo/Vlad have items).
