I suck at ADC laning phase?

Im in Silver 5 and just want to get better, but Im always under the turrets and I cant apply any pressure in the early laning phase. Even if I am against a soraka or some other support that isnt supposed to deal a whole lot of damage I'm always using my pot before I even get to level 2. The support and adc just harass me in the early game and it all just snowballs from there throughout the game. Just really need some advice on positioning as an adc and any other adc tips that will help prevent me from getting railed.
