Petition for Jarvan buff/fix

As we all know he is sitting at bottom of win ratio for both jungle&top (around 45% and 48%) for a while. That's mostly due to his terrible stats, but if you are not willingly to buff him, can you at least fix some bugs to make his play more smooth? Jarvan's bug has always been buggy, and people didn't really bother that when he was doing fine regardlessly, but things like people randomly walk out of ult wall, or E flag falling so slow that a fast casted Q didn't catch, things like these are deadly to Jarvan now. Can we give him some love?

Straight buffs is more welcomed of course.
