Can twitch proc thunderlords in 2 auto attacks again?

At the start of season 6, all the way uptill mid-late season twitch could proc thunderlords in 2 auto attacks (or one auto + E) because the first tick of his poison was coded as a spell ( i believe). Riot fixed that later, but now with the fervor changes, would it be ok to allow twitch to have thunderlords decree back?
