What is Spell Vamp?

Would this champions benefit from this defensive stat ? According to the LoL Wiki page "it only works for active champion abilities that do not modify basic attacks or apply on-hit effects (including true damage abilities)", but what are active champion abilities? Do they mean toggle and steroid abilities like Q or W? The Vampirism mastery in the Ferocity tree will give you +2.00% Lifesteal and Spell Vamp.

Any ability that doesn't act an Auto Attack modifier can be spellvamped.

Hence why we haven't had a pure AD spellvamp item because of abuse cases.

Spellvamp is fantastic for AD casters. Build a Hextech Revolver on Zed or Kha'Zix and you sustain so, so much. But 1200g for that is still troll.

Before (haven't tried it on the new patch), if you built a item 3146 on Lucian you could heal almost all your HP from culling a single wave of minions. However, the community deemed Hybrid Lucian a troll, so you never really saw the item built on him ever.
