Feral Flare Is Against This Game's Philosophy
A jungler has 2 options at any point in early-mid game. These options are 1. gank 2. farm.
If a jungler chooses to farm the early-mid game, he will not be able to one shot anyone, but he will be strong enough to handle himself in fights. He'll beat out who he counters, match evenly with his equals, and get wrecked by his own counters. We'll call this "Average" power.
If a jungler chooses to gank, he is risking his own farm in order to spend time hitting a lane. There are two outcomes here. 1. If his gank is successful. In this case, he should be rewarded with gold and XP, and thus have slightly higher than average damage. 2. If his gank is unsuccessful. He should go back to the jungle slightly battered and a little behind average. The average jungler was farming that whole time, so while that gank was happening with no benefit, the average jungler was still getting stronger.
So far, TL;DR is (Farming Jungler == Average Power) (Successful Ganking Jungler == Above Average Power) (Unsuccessful Ganking Jungler == Below Average Power).
In other words, there should never be a time where you can passively AFK farm the jungle and have way above average power by the end of the game.
Which is exactly what feral flare does.
