Does Windspeaker's Blessing work with Self Heals?

I'm playing with Fiddle, and I'm trying to maximize his healing capability. At max rank, his W heals for 80% of damage dealt. With the 2% spell vamp mastery, that's 82%. Then spirit visage, that's another 30%, so 1.3(82) gets you 106.6% healing. Then, runic armor, another 8%, (and we're assuming that they don't self-stack, so), 106.6%+82(1.08) = 113.6%. Finally, windspeaker's blessing would add another 10% on top of that. (of course, if they self-stack, the percentages would be a little higher.) Does windspeaker's blessing work this way?

Edit: Also, gunblade. Another 15%. You can heal crazy amounts with this guy. I just want to know if that extra 10% works.
