When/Why/How did Pentakills become so easy?

The Attached video is me in what I believe is season 2 playing Nidalee and killing all 5 of the enemy team members. It isn't the highest quality but you can clearly see that I was only out of combat for like 3 or 4 seconds chasing the TF and still didn't get the Penta. This was the case many many times back in the first couple of seasons. Fast-forward to today...I'm seeing people get Pentas left and right after what seems like 20 or even 30 seconds of chasing someone without ever touching them. Was there a community discussion that brought about this more forgiving window to secure that Penta or was it something that was done to make the game seem more explosive and bring about bigger cheers and draw more crowds at tournaments? Was it so shoutcasters could have that Jerry "The King" Lawler "THE CHAAIR , THE CHAAAAAAAIR!!!" moment more often? IDK if I'm being a grumpy old man, but it just seemed like they were more elusive and therefore more special before and now when I see someone get one after being out of combat for sooo long it just seems kind of cheap. /endnostalgiarambling.

Yeah, timers were set higher a while ago to make multikills easier.
