Is Ryze Too Weak?

As Faker demonstrated at worlds, Ryze has the power to be an absolute monster of death. He's just got an incredibly high skill cap to make him godly.

Hes a CDR champ as you say, his strenght doesn't lie on how much his spells chunk but how much you can spam them to do significant amounts of damage, thats why you buy mana, has a passive that lowers cooldown and an ult that gives you so much cdr reduction plus spell vamp and aoe.
