Personally I don't see why the item isn't built more than it currently is. It gives respectable mana regen on top of a building ap based on your mana, which mind you Seraph alone gives 1k mana so that in itself is giving 30ap on top of the 80 on the item, so it is technically 110ap base. By endgame where all mana users have more mana than they know what to do with it, Seraph has the highest AP usually being around 150+ap, not even RoA gets that high.
My guess would be since
gives grivious wounds still which downright murders adcs since they basically can't sustain themselves. And
gives the benefit of gives tankiness due to the large chunk of extra health it gives at max stacks as well as a lot of AP, on top of you basically have infinite staying in lane power with it due to constantly giving you huge chunks of hp and mana back every time you level.
Seraph basically is only good if you spam spells and is only offensive and really doesn't have any utility to your team when the other 2 do. (RoA gives some in the sense of making the person with it off tankish. I build it on Morgana all the time and she gets tanky as hell when she can hit harder than a freight train but also have over 3k hp.)

There are always mana items worth getting, but they should be situational.
Morello's
became pretty standard this season, was never used past seasons and koreans really picked it up because it really is an awesome AP item. All of the other servers pretty much picked up the item as well. The mana regen it gives is really poor, but it gives a good amount of AP and 20% CDR. Not to mention the unique passive it has, places the tone on the game, where healing is not allowed. So Adc's aren't allowe to sustain same as tanks. This item was perfect with DFG. Since DFG and some AP burst placed an enemy at point where the morello's triggered. So the tiny opportunity the enemy had todo something in return, they couldn't heal within that time.
Is always an awesome choice for mana management. Excellent mana regan and you receive a percent mana on kills. You don't have to recall as much as with
when low on mana. With athenes you can sit around for abit and your mana regens pretty nicely. The item gives mana regan, magic res which is good vs AP heavy enemy comps.
is good for flat mana. Some champions specifically do well with this item. Since Ahri's early game/mid game is where she shines, this item doesn't always fit her playstyle. Since Ahri excels at snowballing the game, These mana item's are more focused on farming, spamming abilities for what can seem like an endless supply of mana which in return increase your AP based on maximum mana. The shield is nice if you want one, without using
this item is good for her too, if you want health and mana. A small investment, but has huge payoffs as you're health increases as the game goes on. So if your enemy team is super tanky or they have abit too much burst and you want to go defensive this item is a possible choice. Gives mana and health regen on level up all through out the game til lvl 18.Also if you're wanting another option for mana or mana regen, mana regen blues are really nice. Not so much the meta this season, but still good. Try out the various items with different builds and runes. You'll find which you like better overall.
Well, it‘s usually either chalice (vs AP lane), or tear upgraded to seraph‘s later (vs AD lane). Os it viable? Well, if you stack it to 750 then yes. It grants 120+ AP and shield. Pn whom?
