Can queue priority be a slow that gets rolled into the max slow

Basic commands being low means that your champ is slowed in two motions. This should be combined and the latency from command sent to command execution (due to inconsistencies in the code) should be averaged with the slows to movement speed, attack speed, turn speed, etc.
