Why do janna and sona get like 3 nerfs before adcs even get one

ADCs are the only reason janna and sona even have high winrates right now (well, janna not sona lol)

Why do we nerf sona's everything into garbage and then nerf janna, the support designed around "hey im gonna help the adc" multiple times before we even nerf ADCs, the real culprit, even once?

What the fuck is going on up there?
