Possible report Before games, only if everyone in pre-game lobby on team agrees to report?

I was just playing in a game where someone doesn't hover and I happen to ban the champion they want to play. They immediately say, I will intent and chooses a troll pick with troll spells. I was wondering if there was a possibility of making some feature that if all 4 other people in the lobby want to report pre-game they can pre-report. Therefore, if someone dodges because they don't want to play in the game, the person will still get punished instead of just getting to requeue and ruining someone else's game if things don't go exactly the way they want. Just a thought and i wasn't sure where to post this.
