Something really needs to be done about mmr disparities

Backstory: I made a smurf to play on LAN back when east coast had terrible ping, I never got to level it to 30, but I did get all the way to 24. Recently, my friend who just hit level 30 wanted to queue with my, but since my main is around plat, I figured it would be best to play on my smurf. The result is this. I understand that I might have a high normal mmr, but this is way too much. We waited for like 7 minutes in queue just to get rolled.
