Does Sejuani need a buff?

I was playing Sej in ranked the other night and while I did okay with her, I've been looking at her numbers and she seems a little weak after being too OP early in the season. One thing I noticed in my game is that while running a full tank build, soloing the 4th or 5th dragon of the game (2nd or 3rd for our team) took forever for me to do and left me pretty low on health/mana. Considering she's always had a bit of an issue with clear speed, could she get a slight boost to damage against jungle creeps somehow at least? Like a 10%-15% damage boost on her W vs jungle monsters.

Also, what's going to happen with jungle tanks as a group? They were too good then they were too nerfed.
