Thresh Nerf Idea: Make his E matches his hitbox

Why not make a proper fix with the damage & CC inflicted matches the hitbox as the picture says? Even when I tried casting it as the picture shows, it'll still hits those outside the hitbox such as those raptors. I think imo this would be the best (tiny) nerf that Thresh would have deserve, plus it wouldn't affect much #LCSplays anyway.
