Going to use a simple gaming concept as a solution.

The closer you get to the Nexus, the stronger defenses should be.

Currently, turrets lose about 1500 hp going from Outer to inhibitor, and about 2500 hp from outer to nexus. They gain 30 armor/mr but that's laughable. Outer turrets do give bonus ar/mr after granting bonus gold, so yeah, give enough gold to the winning laner to buy items to counteract your temporary resistance boost.

As for the damage... LoL There's a reason you see level 4 dives successfully pulled off since the damage is ramping up from about 150 - 200 physical damage. That's like taking an AA from a juggernaut. Completely not threatening. Notice even Wukong, J4 and Olaf are building way more offensively than in previous seasons to do relevant damage. Wussassin, J4ssassin & Olassin.

My suggested stats Outer Turret: 5k health, 175 resistances, 190 damage @ 1 shot/s + 5% per shot while enemy champs are around.

Inner Turret: 5000 health, 150 resistances, 230 damage @ 1 shot/s + 10% per shot while enemy champs are nearby.

Inhibitor: 3000 health, 250-300 resistances, 175 physical w/15% arpen & 100 true damage per shot @ 1 shot/s + 15%. Regenerates 5% max health every 45 seconds after not taking damage for 1 minute. If left unchecked for too long, can regenerate to full health.

Nexus Turrets: 2000 health, 105 resistances, 75 w/20% arpen physical & 200 true damage @ 1.5 shots/s + 20%. 2.5% max health regenerated every 30 seconds up to 50% max health.

I'm fully aware my numbers need tweaking, this is just the general direction I think turrets should be adjusted.
