Syndra is the closest you can get. And lets be honest here, she has one of the highest skill ceilings in the darn game.
Let's hope not. He has the potential to turn into a nightmare for balance, and if he does you wouldn't want Riot try to deal with that in AP as well. Would probably be 2 nerfs to the ground in that case.
We could soft rework Brand to be a real combo mage rather than suicide bomber with some combos to fill time in between. Alternatively, always thought a Wizard was like AoE spells and buffs. Basically an Enchanter. Like, isn't Lulu about using the right spells at the right times?
If they wanted a battle mage that relied on ability switches, it's still a Ryze flavor champion. Having to tone down the actual battle essence of it and place it into choices is just an enchanter. Having it offensively, you get something along the vein of Qiyana who makes choices in combat and terrain for battling dynamically.
Not of course saying there's more to explore in a mage with kit switches, but the game tends to prove that complexities within champions tend to make sure the balance of them is ridiculously polarized within the state of the game since the end of Season 5.
