teleporting to structures should have reduced cd again

I think tp is underwhealming. I used to take tp 100% of the time top but I find it much better now to just take ghost or ignite or exahust. force enemy to back. or just back them myself by killing them and roam bot. its not that useful in tp ganks anymore because they can just walk. and its not useful for lanes anymore tbh because of the long ass cd.
