Does Riot Remember Skarner Exists?

So I've recently started a month or two ago playing skarner and he seems like an amazing choice but i've started to notice that in a lot of situations he seems to be lacking something, what exactly would take too long to explain but i'll explain only if anyone is interested (I don't many if any are, hence not going to explain). In any case, I went and looked back at his past updates and the last time any of his stats or moves were touched was really two seasons ago. I find it hard to believe that Riot has found a "perfect balance" for him. So my question is that is Skarner on riots radar at all? I don't mean to be rude but with the complexity of all top and popular junglers he just seems out of date if you will. So is there anything anyone at Riot could say about Skarner?
