how come eve e does not proc iceborn gauntlet
Can we fix this riot and check all on hit item work with eve?

It does. But the on hit effects are first applied at the end of the sound effect for her e. This means that you can actually basic attack at almost the same time the on hit effects are aplied making it look like it is the auto attack that applied it.
I might be missing someone but I have recently played her a lot where i build iceborn gauntlet and it seems to me it is working.
