Does this sound about right?
There is a lot of talk and concern about how quick the games in LOL feel right now. I've been trying to figure out why this is happening and I have a theory to throw out to everyone. I would like a second opinion on it. I also have a suggestion that might help to fix it yet give a nice feel to the pace of the game.
The Cause Towers seem to be a big point of problem with snowballing pre-20 minutes of late. Quick sieging of tier 1 towers is not a new strategy but it can be completed more quickly. This alone shouldn't account for snowballing pouring over into every lane though. Upon inspection of patch notes and talking to the good people of the forums I've found that not only have towers been weakened but they also grant greater gold when destroyed. The greater reward for tier 1 and 2 towers seems to have spurred on an abundance of split pushing teams which can quickly abuse the new gold. This burst of gold can quickly add up with new improved gold rates making it easy to push an item advantage too quickly as the split pushing teams are making up the missing gold for the new more expensive item costs. This makes it look like AD has grown out of control but in reality its the AD split pushers that are best at this task making them OP in the current environment of weak towers bloated with extra gold.
A Possible Solution The idea of the towers are to be safe havens to defend at. The further one gets away from their base the weaker the defenses becomes because it is harder to defend so far away. I think that a good change of pace would be to keep the new weaker outer turrets but significantly increase the ability for players to defend the inner turrets. Inner turrets should be the place where a player can make a stand against even an opponent that out matches them a bit (not if they went 0/4 and are down 50 CS). The shields that were granted at those towers were a big deal and I think they need to be brought back and I think the shield should heal the champions with increased regeneration too. This would help put a curb to the new gold advantages that seem to be getting generated so that players can defend against split pushers when they get all the extra gold. The extra sustain is for combating split pushes that like that fancy new mastery that gives them 15% life steal. As long as a champion is there to actively protect the tower they should be at an advantage 1v1, more so then just wanting the tower to take a pot shot or two for a bit of damage.
