A genuine way to nerf Neeko without breaking her/making her unusable

First, just remove the extra movement speed from her 3rd auto attack, with all the self peel from her E and her Ult, as well as the movement speed from her W active, she doesn't need more.

Second, revert that change to her E. To get max root with the older version felt satisfying. Now? It's toxic to get hit by and even when you're playing as Neeko it doesn't feel at all like it's all satisfying. It's too easy now.

Third, lower her attack speed per level. Just... yeah.

Doesn't have to be all three of these. But any single one of these nerfs would certainly help in lowering Neeko's dominant on-hit power.
