What if base ad went on items desigbated for ad casters and didn't get affected by crit but bonus ad did

Frozen mallet and cleaver for example,

The idea for this is that the nicje picks who rely on these items aa rabged champions could use them but the items could be buffed without fear of getting reliable crita from cleaver

This would allow for more distinction between ad bruiser casters and adcs including the ranged ones like
