Regarding Ahri's ult Changes on PBE

For Spirit Rush's new effect - Each cast of spirit rush reduces the remaining cooldown of her other spells by 1.5 seconds.

Can you make it only reduces the CD if she hits an enemy champion with spirit rush. Would be much more balanced and rewarding to use it aggressively. (Otherwise, she can just run away and get her spells cds back to full rotation.)
