Standard AP rune page

I am wondering about the blues in a standard ap rune page. I have mp reds, flat armor yellows and ap quints but im a bit confused about blue. Would it be better to go ap blue or mr blue? Since I was confused about this I have 4 ap blue and 5 mr blue but would it be better to go one or the other for my blues?

Depends on the matchup

I tend to go hp per level and Mr into mages

Armour and AP into AD

VS AP - 9 Magic Pen Reds or 9 Hybrid Reds, 9 Health/lv Yellows, 6 CDR/lv Blues, 3 Flat MR Blues and 3 AP Quints. VS AD - 9 Magic Pen Reds or 9 Hybrid Reds, 9 Flat Armour Yellows, 6 CDR/lv Blues, 3 Flat AP Blues, 1 Armour Quint and 2 AP Quints.
