Should DFT be more accessible?

Weird thought while I wait for my class to start up

What if instead of DFT purely being spell ratios, it did a % of the ability that applied it?

It's functionally the same for it's current users (high AD/AP champs with single target abilities/spammy DOTs and Illaoi) because it still considers your scaling, but now that it also counts the base damage of your spells, it opens up to a lot of champions who either don't or can't opt into those builds.

Obvious some adjustments necessary to keep it from being OP early, could possibly give it a scaling by level function similar to Fervor
