Thoughts on Viktor's current state

Hi everyone. It's frustrating, that this champion with one of the most authentic mechanics and interesting kit sits at very low winrate for such a long time. There are many thoughts and ideas about how to make this dude at least not great, but is viable and not low tier pick. After reading some post about his problems here, i can conclude that his current problem now is his itemisation and augments, that costs much, but provides not too much power, compared to other mages in EARLY game. Other mages get their kit for free, and have opportunity in versatile builds from start, while Viktor have to pay 3k to let his kit work as it should. While i played Vik, i noticed, before u get your items, it feels like you cant bring much inpact to the game (Personally for me it feels like Viktor lacks of damage and mobility, before you get your at least mk-2 upgrade). Seems like Riot releases buffs for champions with many expensive skins, if their winrate fall of for at leat 1-2 patch (example, recent Lux buff), but not touching champs like Viktor, whos sitting at the bottom for such a long time(at least year atm). His latest "buffs" were not these at all, cause they didn't solved Vik's early game problems at all. It was more like "hmm, he sucks, let make any changes, so peolple don't say shit". Some people say he is not so bad, yes he is. You still can carry games, do tonns of damage lategame, but you must put so many efforts to survive and scale till lategame, compared to other mages, who can impact game in its early-mid stage well. Hope Riot won't be asses and take another look at this awesome champ and give him some love in nearest future.
