Riot, 1 question about the jungle in realtion to jungle timers

What's going to happen to junglers who can't really gank well pre-6?

Not everyone can pull off a good level 2 or 3 gank. Not everyone can power clear one side of the jungle and duel the other guy in his. I'm worried about what's going to happen to the other guys. It feels like you guys are trying to balance the jungle solely around Lee Sin, Elise, and Nidalee.
