Solution for Rotating mode: Limited picks.

This would solve the problem with people picking the same 15 champs over and over.

At the start of champion selection, everyone is assigned 10 random champs from the champion pool they own, which they then can pick one to start the game. People also get to use and earn ARAM reroll.
