Do you not get keyfragments with champs you don't own?

Hey all, Just wondering do you still not get keyfragments with free to play champs? Just wondering.. Kinda weird if you don't, but then again after playing a free to play champ it says "you can not get keyfragments with champions you don't own." I was just thinking that maybe they haven't removed that yet and you do get key fragments with free to play champions.
