Remove the quest rewards from starting support items.

You know riot, we all know supports arent weak (you've made them overpowered been a long time) and shield battery from targons might make a few late game adcs too strong with the overheal + FF + targons combo, overheal is fine itself its now finally competitive to triumph and FF is basically the least sucky keystone of precision (which are all weak early game compared to anything from sorcery, electrocute, klepto, etc), so the obvious elephant in the room is relic/targons here, which isnt surprising with how overtuned tank supports are atm with it (and aftershock).

So nerf relic/targons and aftershock and bot will be fairly balanced (+ a few nerfs to leona and alistar), and of course get rid of ezreal as hes still completely broken, and buff sona since shes complete trash atm.
